    Like i have an item that has -1% Soul regen, does that mean im going to slowely lose soul points ?!

    no, it means you will regenerate soul points 1% as fast

    Positive Soul Point Regen is the percent chance you will regenerate two Soul Points at dawn instead of one. Values over 100% do not add any additional effects.

    Negative     Soul Point Regen is the percent chance you will regenerate no Soul Points at dawn instead of one. Values less than -100% do not add any additional effects.
