Ignoring the astoundingly bad spelling, which I am entirely sure you did as a joke, the rolls are determined by a set of numbers, as are the stars.

One star is a roll from 101-124. Two stars is a roll from 125-129. Three stars is a perfect 130 roll. However, there may not necessarily be a difference between, say, a 124 roll and a 125 roll, so you get something like this.

Identifications have a variance from 30% of their original value to 130% of their original value(70%-130% if it's a negative ID). Essentially, the stars simply mark if an ID got a variance roll that was above 100%. 101-124% rolls are denoted with one star to denote that you got a boost. 125%-129% marks that you got a very good roll with two stars, while three stars means you got an absolutely maximum roll of 130%.

 

But there is no difference between the 2 items mana regen wise

 

That doesn't necessarily mean they got the same % rolls, since numbers will round. A 124 roll might be exactly the same as a 125 roll, but the different amounts of stars will still show.
