Where's The Ghost Merchant

I'm doing the House of Twain quest, but when I go to where the merchant supposed to be he isn't there. I've been on different servers and still no merchant. Where is he now?

 

System how u obtain a cap was changed. Now u need to solve the puzzle with ghost quill, ghost seeds and ghost ingredient (It's somewhere at 3 floor)

 

Uh really? But does it still work with the Gostly Cap?

Where can I find the ghost who drops the seeds? Help would be much appreciated!

 

Ghost who drops the seeds is outside, near the staircase when you go up to the 3rd floor. There's an exit there. You might have to walk around a bit before he spawns.
