Powder Relics Not Working

So recently Ive found the Tier IV Earth Powder Relic and broke the seal 2x but only have gotten Tier I and II green powder. Is it just luck or is it glitched not sure, same thing happened to me at the Tier II blue powder relic as I got a Tier I and not a Tier II. Please look into this or is it suppose to be like that?

How powder relics work is, you can get powder from tier equal to the relic's, but the range of powders you can get, increases with the relic tier.
Even though you got the low tier powders, keep them, that's how I got my first tier VI powder without really going for the high level locations.
