Well, I don't know if you can but.
First of all, I would give myself every rank and every payed items x time in stacks
then spawning myself stuff that gives me +30000 flat spell damage and infinite defense.
And a weapon that has every elements 9000-99999 damages.
Set the world in PvP mode.
Send a global message "PLAYER HUNT IS ON"
Have fun.

You're too weak to be strong then. 100 push ups 10 kilometers run and 100 abs everyday.

 

Or turn on pvp and stop enforcing rules and announce "This is the Purge. All crime, including murder, will be legal for 24 hours."

 

Or just tp everyone to ragni, clear everyone's inventory and put a bank in ragni for 5 minutes, and spawn 1000 emerald imps. say "global pvp is enabled in 5 minutes, if you die you will be permanently banned" They won't actually be banned, but it would spread fear and be funny. After 5 minutes, say "global pvp is enabled." Also remove all shouts and horses.

Oh, and make them have all elemental defense and damage

 

I'd kill all scroll merchants, trap everyone in detlas, and spawn 20 Qiras in detlas.
