Is The 1/35 Chestnut Horse Fixed?

Before people say, you can buy a 1/35 chestnut horse from the dungeon merchant at the corrupted decrepit sewers dungeon for 6 corrupted witherhead ribs.

I know that when the update was released, there was a bug which meant the merchant would take your witherhead ribs but you wouldn't get the horse, but before I accidentaly waste my witherhead ribs,

Has this been fixed?

No even if you have the chestnut in your inventory, it leaves me with my 7/30 chestnut and takes the 6 witherhead ribs but I don't get the 1/35 horse, it's happened to me once before which is why I'm asking now.
