Clue ??? Riddle Answer

When I was looking at "The Official ??? Community Event Info" the phrase “Riddle wrapped in a mystery inside an enigma” caught my eye. Its possibly nothing but I just want to make sure. So I looked it up and found that “Riddle wrapped in a mystery inside an enigma” is a famous line of Winston Churchill.

A form of Winston Churchill's quotation, made in a radio broadcast in October 1939:
"I cannot forecast to you the action of Russia. It is a riddle, wrapped in a mystery, inside an enigma; but perhaps there is a key. That key is Russian national interest."

Maybe 1939 is a clue like a coordinate or something!

This has to mean something! Please tell me if this is correct or wrong! :D
