You can ask him yourself if you want a clear answer I guess, but from what I've seen he is basically the only one actively accepting trials. Of course he doesn't have the time to go through a lot, since he is Mythic GM after all.

GMs do a hella lot more than quests.
Also, even creating one single quest takes ages. I know what I am talking about.

 

Is it required to say all the scenarios and quest items, etc?

 

Read the task. It's always good to do more than expected, but don't go over the top.

 

Also, fun fact: The quest "Lord of the Clock" was a suggestion. So, you might have a chance for it to be in game, but it's a very low chance. Unless, of course, if you come up with something brilliant.

small question: At initial dialogue must I type there the whole story or only the first impression/conversation of the NPC?

You have to put the full conversation

 

The "initial dialouge" is meant for the first conversation with the starting npc.
