Can You Have 2 Specials On A Weapon/armor

I couldn't find the answer to this anywhere so I brought the question here.

Since you can get special things on your weapon using Tier 4-6 powders it got me thinking...can you have 2 specials on a weapon at a time?

A good weapon example to use would be the wand Empire Builder since, from what people have said, it has 8 slots total. That being the case if you were to put, say, two Tier 6 Fire and two Tier 6 Water powders on the weapon, would the specials stack and let you have both of them at your disposal at the same time?

Same goes for armor pieces as well (though I don't think any armor pieces have 4 slots).

 

I'm sure that's doable, yes. The only way to find out is to try it yourself!
