Yes. Fruma sends us rapists, drug dealers, and criminals. This is why you clearly see a wall separating the only entrance from wynn to fruma.

 

Well really a place where humans are aren't the best places *cough* america *cough*. But maybe it is a bad place.

As far as I remember, dialogue in Gavel suggests Villagers don't take too kindly to humans.

Their may be some racial tension going on between Villagers and humans, then. Maybe Fruma is a nice place, but they also dislike villagers. They would see Gavel as a terrible place through rumor alone, just as Villagers see Fruma ass a terrible place through rumor alone.

If we look at Wynn, which has both humans and villagers, they all seem to get along fine.

This is speculation only, though.

 

HOLY SHIT MAYBE MY THEORY IS CORRECT

Fruma is having a civil war ala French Revolution?

 

This is further supported by Skien's Island, where Skien is training his soldiers to hate Villagers. The signs there often say Skien refers to Villagers as evil.
