Alright. So, In the second line, this Engineer says he's from a province called well. GIVE US CONSPIRACY

He's referring to Corkus, no jokes, no fools, he is actually referring to Corkus.

 

So Corkus is a new province that we have to look forward to? Inb4 level 150 is new max level.

He says that his province is more advanced than Gavel or Wynn, and he is an engineer...
It sounds more like Fruma, being the province of technology and all..

 

Fruma is ruled by a powerful monarchy who are believed to withhold the education of magic to its' subjects and possess magic that are far more advanced than the Villagers.
Corkus is the largest island in the ocean, inhabited by separatists from Fruma, who are masters of industrial magic and are even more advanced than Gavel in terms of machinery.

The last thing I remember seeing about Fruma was something about technology, I don't really remember anything else atm in relation to it though...

Yes, it said they're advanced, but not the province of technology, if anything, it'll be plagued by oppression, though don't quote me on that, it's just a spitball

 

I like the causation between Fruma and Corkus. Dissatisfied civilians of Fruma decide to secede and strike out for themselves despite having no knowledge of magic (Which is supported by the lore about Corkus and proven here, as shown by the oppressive government of Fruma). As a result of having no knowledge of magic, they begin their own civilization on the biggest island in the Ocean, called Corkus, which becomes an industrial power, far surpassing Gavel. No doubt that the monarchy, once dismissive of these separatists, would be stunned by the prospering nation of Corkus and be out to hunt this nation down using their magic that far surpasses that of Wynn or Gavel.

In addition, the dude who talks about Corkus says that you can only enter by being invited; since Corkus is supposed to be a non-magical state, I think that it may be plausible that they have grown so advanced such that they are able to hide their entire island from ships and sailors passing through the Ocean, still fearful of the hand of Fruma after all these years. This would explain why so little knowledge exists about Corkus in Gavel or Wynn.
