Underice Pufferfish Bugged

The first time I threw in the bait, the pufferfish appeared as normal, but didn't drop anything. When I used more bait, the pufferfish was invisible, and to be sure it was actually dying I used an arrow bomb, which, as a level 72 archer with good spell damage, had to have killed it, but it still didn't drop anything. I tried about 5 different times, and it didn't drop on any of them. I've tried switching servers, but that didn't work either. Is this a bug, or am I just missing something?

Yes, this happened to me like 8 times. Just gather tons of bait and keep trying. It should drop it after some time.
