Is This A Bug? (id's)

These are my "Steamjet Walkers":



As you can see, they have 39% Exploding. There are 3 asterixs next to it. What does this mean? I know 1 asterix means its of high id, and 2 means its even higher. Is 3 max? That's not the bug though, just my curiosity.

This is the same item shown on the updated Wynncraft Item Guide:



Notice how the max Exploding ID on these boots are 20%? Well, on my boots I have 39% which is probably the max.

How is this possible?
Are the identifications on my boots broken?
Are the identifications on the Item Guide outdated?

 

Most legendaries in the update were buffed to their IDS and elemental defenses. The item guide on the website and wynnapps are outdated.
