Am I Supposed To Get Getting Tier 1 Powders From Tier 2 Relics?

    So I just broke the tier 2 green and red relics seal, and I got a tier 1 green and red powder from it. Is this because it's the first time I broke the seal, or is it not supposed to do this? I'm a little confused...
