    From what I gather, they're spawning in areas appropriately-leveled to the dungeon. Since the Sewers are Lv 9, the Guardian seems to be spawning in areas Lv 1-9. Since the Infested Pit is Lv 18, the Guardian seems to be spawning in areas closer to Lv 15.

    I'm not 100% sure if this is the case; could just be coincidence.

    He can spawn in most low-levelled areas so this isn't totally unusual.
