    Ok. So if you have a very fast weapon. And you put on something that gives +2 tier attack speed, it will not surpass super fast attack speed. BUT if you put on something that gives -1 tier attack speed along with the +2 tier attack speed item, will it stay as super fast?

    The net attack speed bonus would still be +1, so yes.

    Ya you cant go past the highest attack speed. or at least you wont be able to tell
