You can buy the tear for like 20 something EB i think. If you are desperate quick buy it for like 60EB. Ask someone on the price check thread in the trade market section on the forums since I'm not 100 percent sure how much it is.

That quest is shit (good quest just too many items involved)

 

Since the Gavel update, drops are based on how close by level you are to the mob. So the easiest way to get a bobs tear without buying it would be to just quickly make a new class so that you have a higher chance of getting it. Same for depressing weapons.
