    It's located at the south of guild hall 2016-07-15_15.06.33.png
    Is there any uses of it other than decoration?
    Is there a way to get inside the high level of the building?

    I think your best bet to figuring out what this building is, and if you can enter it, is to do this.

    Get the in-game coordinates, and go to the wynncraft map here:
    https://map.wynncraft.com/#/-1583/64/-1636/min/0/0
    .
    Then find those coordinates in the map and see if it is identified, if it is, you can probably enter it.
