Buying Cerid's Ingenuity Lvl 45 Boots With 1/2 Mana Reg And 20%+/10%+ Spell Damage

Today I need Cerid's Ingenuity,
Lvl 45 Legendary Boots
with 1 or 2 Mana Reg and decent Spell Damage. If it has 1 Mana , It need 20%+ Spell Damage and if it has 2 Mana it need 10%+ Spell Damage

From what I see in the API, it's not obtainable from mobs/chests.
