2 towers is an unimplemented quest that got cut I think cuz of time

I am assuming you can guess based on that what "the dev quest" is

lost weapons aren't the reward, pandemonium isn't either (not sure about altum)

 

Probably all unimplemented quests, though I've never heard of the last 2 before (perhaps the DevQuest was still IN DEVELOPEMENT! XD)... And pandemonium is not a quest reward, ??? is just the quest requirement. There are a lot of others like this... Like the whole "The Lost" quest section...

Two Towers was unfinished due to time (refer to post above).
Troubling Events, I believe, was a scrapped quest that took place in the cherry blossom grove in the Canyon of the Lost.
DevQuest is probably a quest in development as the name suggests.
