    It's definitely a test item. I found one of these when Gavel came out, realised what it was and threw it away immediately. Which, a few days later, was actually said by someone who was either a gm or an admin (can't remember who). You should do the same (though if you want to make sure, id it. Chances are, it will say something like 'test id'). You should probably report this glitch and say the name of the item when it is ided.
