    So I just realised that they are the provinces of wynn, gavel etc. So then what is the country they are provinces of called? And who is the leader of that?

    Hard to say, since I think the leader of Wynn is Ragni's King, while the group controlling Gavel is the Cinfras Central Government(as mentioned somewhere in Eye of the Storm, the Lexdale part).
