    tier 2 transforms into a tier 3 when it gets white sparkles. basically filling up my screen with white sparkles.

    It's in gavel, in like under a water pond and with lvl 60 around/near so if you try to even stop to look at it you die.

    Yup, I think it's a loot chest tier 4, there was a thread with all the known loot 4 chests with coordinates, and this one was in it. It's been a while though, so the thread is probably buried somewhere in the forums by now...
