    It seems like a possibly a drop at something like the main quest line. I've basically pieces it together from Grian's streams.

    It's a piece of a set of "Sealed Letters" detailing a single letter from Bob to Nilrem. There's a lot of lore and theories surrounding them, and they're a rare drop in place of hidden Relics.
