Buying Buying A Broken Harp

So currently, I use a Level 25 Detlas Legacy. And while I have a waves raiser, my intelligence is not high enough to use it. Until I get my intelligence to the point where I can use it, I'm looking for a broken harp, a rare wand that will do me much better in battle.

Now for the price I'm willing to pay. I'm actually kind of poor for my level, so I'm willing to pay *preferably* anywhere between free () and 24 emerald blocks for it. Whoever gives me the cheapest offer will get some emeralds. Good luck!​
