    After the map update with gales tomb appeared it came along with the update this is nothing new its not completely finished as far as i know

    I'm surprised not everyone knows of this place by this moment, but yes, it's Ohm's Lab. It has been closed now, however (as far as I'm concerned) and you need a special key to open it, which is dropped by the Frozen Golems in the nearby area.
