Help!!!!!!!!!! (marauder's Dues Quest!)

OMG IT IS SO ANNOYING! I can't complete the marauder's dues quest BECAUSE when I jump into the water off the tower I DO go into the teleport thing and I fall through the portal. So you might be saying So what is the problem? WELL! the stupid thing u are meant to pick up isn't spawning in! I've seen vids on it and I know where to get the item but as I said it isn't spawning!!!!! I have tried /class and changed servers MANY TIMES! As well as restarting my internet dying and going back in again! going to flipping Cinfras and all the way back. IT JUST ISN'T SPAWNING!!!! I can't complete the stupid quest!!

 

It's a glitch right now, please wait like the few freaking thousand other people are for the devs to fix this.
