If you go to the windmill you will find a guy, talk to him, and he says this.

Well atleast we know he's not as ancient as bob, and possibly still alive. Although he's obviously not in Wynn, probably not in Fruma. So that means he's most likely in Dern or Gavel.

 

Spyro may not have, but I did. Although I don't remember who Ragnar's supposed to be

So I think this was brought to my attention once before, but I did not look too deep into it.

Ragnar is shown in the Gavel teaser trailer, fighting ba'kal

We don't know who he is, so we can't make any theories, but we know he is going to be important

 

We'll find out soon enough, though.
