Is Life/mana Steal Still Broken For Anyone?

    My life and mana steal isn't working at ALL on any of my characters, and neither spells, nor basic attacks, nor poison will activate it. I can't play half my classes because they use Life/Mana Steal instead of Potions/Heal.
