At Cinfras Imports, there are two ways to purchase items.

Items marked as "Display" are not usually given a price, but can be suggested or offered by the potential buyer. If necessary, there will be a negotiation session. These items are usually mid-grade to high-end.

Items marked as "Auction" are put on auction, and will stay in auction phase until the time limit has been reached or until buyout. These items are usually high-end and will start off price-wise as relatively low.​

Of course, the buyout is worth a lot more than it is; i'm not expecting to actually reach the buyout, though it's mainly for people who have enough money that want it pronto. The starting bid is at 32 Emerald Blocks, though, so it gives a chance for others to buy it for cheap. This is confirmed to be a maximum xp bonus legendary, which are extremely difficult to come across (XP Bonus average is 32%. 32 x 1.3 = 41.6; 41.6 rounds to 42%) :)
