Either way it is one of the two most wanted Legendary Zodiac's in the game because it's hard to find, regardless of the chances.

 

If the attack speed is over 7 then it doesn't matter, as there are only 7 tiers of attack speed.

 

I heard from someone, that a gm confirmed the attack speed goes above and beyond the tiers. But I havent tested so i cant confirm.
