Finding ??? Quest Party

I am stumped on how to find the quest. I got no hints and that's all.

 

Heard from old thread that a group rallied in Rodoroc, a level 90 town. I havnt found it start either, so I don't know if it's the best to start

k, ill join you for finding it, ive already done the quest, but honestly, i just want to see you struggle trying to find it. im mean sometimes, specially when im bored.

 

I'm nearly lvl 85 and ill be available on Sunday hour, idk
