I recently ranked up to level 63 and completed the Out of my Mind quest and the xp was very little, only filling 2 bars. I need a place where I can gain a decent amount of xp so I can level up. Thanks!

You only need to farm when your around 90+, if you don't want to quest try farming Herb Spawn Cave or the Dernel Jungle. But to be honest quests would be better, if you find them hard watch MrSebbelonien's guides.

If you have no quests left for that level, use either the temple for the "Lost Royalty" quest, as it has some temple golems that give around 1.5k xp with a triple xp. And also, try the Herb Cave, as it is a super fast grinder, one of the best.

Best grind spot I've found is the swamp naga ponds in the Olux swamp.

The nagas give relatively little XP for your level (80 or so without buffs) but they respawn at ridiculous rates, meaning it's pretty efficient, more so than the herb cave for me. Also, since you're getting tons of individual kills, it's fantastic for emeralds/loot. I can level once per 20 minutes or so, not counting bank runs.

No, dude. Herb Cave is much more efficient, maybe just cause im a mage, so I have a better crowd damage move. Herb Spawns give around 390 to 420 xp because of the double xp week, and the Dead Miners give almost 500. As well as the "Boss" the Diseased proffesor gives 1k on double xp week. What I do is run around the entire cave letting everything aggroing onto me and go in the center area, (Downwards area, not where the professor spawns). I then jump up a few blocks onto the ruined blocks to where they can't attack me and use meteor. Extremely efficient, and by the time you have run around the cave again, everything respawns.

I mean to each his own. As an archer I stand on a tree above the nagas and every ~30 seconds a group gathers below me of exactly 21 nagas, two bombs kill them and then with my gear it gives about 2.5K exp, doubled for double exp week.

Plus more individual kills so more items, and also it's much closer to the nearest bank so you spend less time messing around there.
