    Stealing: Hitting an enemy has an x% chance to make that enemy drop an emerald. This can happen up to 5 times per enemy.

    it gives you the % chance of your stealing for that mob to drop a gem when it is attacked

    Lol, I always shoot villagers when I get bored on cities and I thought they were giving me their emeralds so I would stop hurting them... (It didn't stop me.)
