Hunters/archers Can't Use Blizzard/arrow Storm

I have met several people with this issue, and I also have it. It is pretty annoying in the early levels to not have your attack spell... It works for a little bit when you switch to a new weapon, but then it just suddenly stops working, but it works with other bows. It does remove mana, though, and says it uses the spell too.

It is as if there were charges in each bow, and they run out after a while. And it is not refillable.

I have not seen this since I'm using a dark wizard, but I've heard so many people say 'why is arrow storm not working' or 'blizzard is broken' that it probably is glitched.

I cant USe it always and when i USe it mobs dont get Many dmg i dont know if it got nerfed or if it is a bug( i hope a bug) but @Salted pls fix it
