    From how dirty it is, it maybe a gardening knife, used to help cut surface/near surface roots of a plant. Looks to be rather used too. And if it's not that, than probably something your father found, say on the way back from work, on the side of the road, so he tossed it. It's beaten, battered,looks to have a bit of rust on it, and it's holder looks to flat and filthy. I don't think you have anything to worry about.

    i googled the name i found on the knife (it was hard to read it tho) and it says "kiffe" on it
