    4th reason you can't see Gavel is because Mods aren't allowed on build, unless they do something useful.

    I believe you have to be 13+ to be mod, because the minimum age to register for the forums is 13+. There are also a few other requirements to become mod too, but I'm not sure about the whole list, its with the admins.
