Provincial War?

Just West of the Maro Peaks, there's a somewhat crescant shaped island, and just south of that is a single, large ship. On this ship are some Npcs called Privateers. But... why privateers? We (Or at least most people) all know that privateers are like pirates, only they operate 'legally', attacking and plundering ships from countries who are opposing the country which gives them the special certificate which makes their doings legal (At least legal according to that specific country, and maybe it's allies) but... the provinces aren't at war! Well... The only provinces we specifically know of that border the ocean are wynn, gavel and a small portion of Fruma. But the far eastern border isn't really any province at all. (But a far future update could always add this area, and/or expand the ocean in that region) Sorry if i've rambling, but there's only two ways this could make sense. A. Fruma has given these privateers permission to attack ships coming from, or possibly to Corkus. B. Another province, almost certainly to the east, is giving these privateers permission to attack ships from gavel and wynn. Now, I could be wrong about this (My wynn knowledge is a little lacking, seeing as there aren't enough books in wynncraft for me to read a book a day) but please give me your opinions or explain why I might be all wrong.

 

The ocean does not belong to any province. Any people living their are under their own laws, or those of the island. These privateers aren't from any of the provinces.

 

A war between the provinces with players choosing sides would be cool, but it seems a bit farfetched.

 

Then they would be labelled as Pirates, not Privateers. Being a privateer Requires for them to have special 'permission' from one or more of the provinces, to attack ships of any or a specific other province. Of coarse this could simply be a mistake, but the wynn team keeps a good eye on details.

 

It doesn't require permission from the provinces, it could easily be from one of the myriad ocean islands, no?

 

Maybe they are working for some other organization, sort of like Wynn Excavation. Though this is probably just a mistake of word choice by the GMs who wanted to use another name other than pirates.
