    This was happening while I was trying to open my bank during the 10 minute restart timer. I'm pretty sure this is new, and if it is, I guess its sorta cool.

    probably to stop people from accessing banks during restarts which may lead to item loss

    Next we need to abolish items dropping off of players when they don't meet requirements, and replace with it with items not giving extra HP/defenses/IDs if they don't meet requirements, but can still be worn to avoid item loss.

    all you newboys forget why this was implemented, its a feature they added to attempt stopping one of the early dupe methods back in 2014-2015 days, until they got a legit patch to it.
    Its this dupe method btw:
