    I have a chestplate with magnet and it will not pick up items. How do i get it to work?

    Somewhat more verbose explanation to what Salted said: It only picks up items that you yourself have managed to get drops of, excluding items dropped by players (and, by extension, you). For example, if you kill a mob and it drops emeralds, +Magnet will scoop them up. Same applies to items. If a player drops an item on the ground, it will not be picked up, and will remain there - also applies to items that you did not get drops of (or at least, it shouldn't? Not entirely sure). This is to allow the players to dispose junk items without having them be returned to their inventory because of +Magnet (though you'll still need a few bank trips to deposit items that you do need).

    So it wont pick up items from the Seavale reefs?
