You gotta kill specific enemies in the areas around the dungeon, and they drop the keys, they are like little mini bosses.

The Key Merchant was removed in the recent Gameplay Update. Now, the only way to get keys for a dungeon is to find the "Key Guardians". As @CuddleDragonHoke said, they are like mini-bosses and are slightly harder to kill than other mobs around its level.

Here are some of the textures/appearances for the key guardians:

Decrepit Sewers: A skeleton wearing iron armor (appears around Ragni/Nivla Forest)
Infested Pit: A humanoid spider creature; spawns nesting spiders upon death (appears around Detlas Suburbs)
Lost Sanctuary: A passive chicken; hitting it will summon several aggressive chickens (appears around Corrupted Village area)
Underworld Crypt: A brownish, beastly looking creature; charges at you a lot (appears around Saint's Row/Ancient Nemract)
Sand-swept Tomb: A humanoid wither skeleton; spawns wither skull "Horror" mobs upon death (appears around the Almuj Desert)
Ice Barrows: A pigman-like mob with a ice block on its head (appears around the Nesaak area; also can appear in Llevigar Plains)
Undergrowth Ruins: A green lizard-like mob that charges often (appears in the Jungle; also can appear in the Olux Swamps)
Galleon's Graveyard: A dead pirate mob (appears in the Dernel Jungle; also can appear in the Dark Forest)

There are also corrupted versions of the guardians, but they behave similar to their relative guardian above.
