Flashstep (If you don't have the token, Dust Skaters or Wind Mimic will work)

now for accessories

Necklace of a Thousand Storms

for a weapon, if you're not willing to go for a mythic, Maelstrom would be a cheap option with 26 ws. Will get you by for then.

But if you do want to go for a Mythic, Stratiformis is the best option.

 

If you use dune storm, you won't have enough sp for booster plate. Also, flashstep and mael is not the best ws gear. Therefore, the best possible speed build is:
Dune Storm
Dondasch
Dark Shroud
Shadestep
Kaze 2x
Follow the Wind
Necklace of 1k storms
Stratiformis/Gay's Force
