Stat points aint showing up from weapons

These weird symbols with a red line through a box just appear next to all stat points on all weapons i see and when i meet the requirements and can use the weapons they still dont apply.
what does this mean?

 

you'll get the benefits of having the increased skillpoints, but they dont contribute to your equip requirements

 

Yea i get that. just my point is i have the requirements. i hold the item and check my stats again and it doesn't change. no added bonuses. are u saying they are there just that i cant see them?

 

They're automatically added due to 2.2 implementing systems for making combat resources and effects not vanish when you switch from your weapon. You'd have to have a second weapon with no stats to toggle to to see unmodified, I think.
