Yea, probably yes, Since the level cap will be increased, most of these builds will be "junk" (I don't mean that they are, they are really nice, but well, after the level cap increase they won't be fun to play I guess).

 

What exactly is hpr canceling? In the guide videos skips the basics and I can’t find them anywhere.

 

This document contains everything about HPR canceling.
Basically, you want to have roughly 0 health regen, so that Warp's -200% health regen doesn't cause your -100hpr to become -300 hpr (or +100 hpr into -300 hpr).

Shade is better in general but needs more skill.But it depends on the content you are doing.
