RuneBound Chains?

So I missed the festival of spirits and wanted to use the isle of fiction to get Runebound Chains, but I cannot find the merchant at all. Is this a glitch? I would understand if they had to implement the items into the merchants trades, but it’s been almost a week and the merchant still isn’t here.

 

Previously I think there's been a decently large delay between a festival ending and the Isles of Fiction being updated (like with the last festival of the heroes), so you might have to wait til whenever the next patch comes. Alternatively you could buy one from another player, but if anyone's currently selling it'll probably be pretty expensive.
