they don't because they're counted as spells

 

Oh... So could you convert it to a mana steal-focused shadestepper? Because I think 40 mana regen won't be enough to fly without using Weightless.

 

with 14cost lacerate and 1cost dash i think it should be possible
i remember myself flying with morph set's 40mr at Rodoroc

shade tree is one i don't know much of so change if needed
put t6t6t6t6 on weapon with shade if you prefer to use chain lightning manasteal than curse

 

Yes... But my Oblivion has -24 mana regen...

 

then you could use Neuron and/or Moon Pool Circlet for extra mana regen
the damage difference isn't that drastic so imo it's acceptable

if you want to use the shade builds you can use Photon instead of Yang for more mr & ws
