    I would start by doing /class and swapping worlds (as well as using vanilla Minecraft 1.12.2 or 1.18.2, sometimes mods/versions can interfere).

    If he still doesn't show up, then I would make a bug report. We're getting a lot of missing NPC bugs right now so this could potentially be one of them

    Edit: this is now a known bug on our end, Eppo doesn't spawn for numerous people making this quest bugged in its entirety
