(or how do I know how negative IDs actually effect? The wiki didn't clarify it clearly)

Enemies don't have 'mana'. As far as I am aware, They have a spell list that they choose from randomly. Negative mana regen or steal will just take away your mana. Same for negative life steal, health regen, and poison. I don't think there is a way to heal an enemy.

Since mana was already explained, I'll discuss HPR (Health Regen)

Raw HPR and HPR % both work slightly different.
    - If you have negative Raw HPR, you will lose health every 4s. An example of this is -64 Raw HPR, which will cause you to lose health. However, this can be countered by having 100% (or more) HPR %, in which case you will not regenerate or lose health naturally. An example of this is having -400 Raw HPR and 120% HPR %, which will cause you to not lose or regenerate health.

    - If you have positive Raw HPR, you will regenerate health every 4s. An example of this is 64 Raw HPR, which will cause you to regenerate health. However, this can be countered by having -100% (or less) HPR %, which will cause you to lose health. An example of this is if you have 300 Raw HPR and -130% HPR %, which will cause you to lose health. You should notice that this doesn't function the same way as countering negative Raw HPR with positive HPR %

No, mobs don't have any type of mana system. Some DO have a HPR system but not in the way that us as players have. So the TLDR here is no.
