How is the specialist useful if it does no damage?

    It has a ton of elemental buffs, but no actual damage.

    You can add elemental powders to it. The powders will increase its damage by a little bit in the elemental damage type you want, and then the INSANE elemental damage multipliers on it will bring its damage up to standard. Its basically a way to let the player choose what elemental damage they want the weapon to do.
