Attack Effects no longer working?

I may be misinformed on if there were changes made to how attack particle effects work but when I turn them on, they do not function like they used to, or at all for that matter. Can someone help or let me know if this is a known bug. In the video below, I started off with no effect enabled, and first selected "letter attack effect" and it did not show, to double check its not just that effect, I tried "fire attack effect" and still nothing. Am I doing something wrong here?

I think mage got a different main attack visual so its bugged but before 2.0 it worked fine. also on shaman there is no problem.

 

the attack effects work for melee, not spells.
can confirm that at least archer, assassin and warrior work
